Door requirements in Factories and Industrial Undertakings (Fire Precautions in Notifiable Workplaces) Regulations [工廠及工業經營( 應呈報工場的防火設備) 規例針對”門”的規定]

Cap 59V : Factories and Industrial Undertakings (Fire Precautions in Notifiable Workplaces) Regulations 《工廠及工業經營(應呈報工場的防火設備)規例》列明有關在Notifiable Workplace (應呈報工場) 的防火要求。而 Regulation 4 就清楚指出“門”的要求:
- Every door leading out of a notifiable workplace shall—
- (a) be maintained in such condition that it can be readily opened and closed at any time;
- (b) if it is a sliding door—
- (i) be so designed as to be self-closing, by its own weight or otherwise; or
- (ii) be connected to a counterweight by means of a fusible link which shall fuse at a temperature of not more than 68oC thereby disconnecting the counterweight from the door so that the door will close;
- (c) if it is not a sliding door, be kept closed by means of a self-closing mechanism which shall at all times be fully
operational and maintained in good working order;- (d) if it is made of metal, be of solid steel with an overall thickness of not less than 3 mm; and
- (e) if it is made of materials other than metal—
- (i) conform to the standards laid down in *Tables F and G of the Third Schedule to the Building (Construction) Regulations (Cap. 123 sub. leg.); or
- (ii) be in accordance with the specifications shown in the plan approved by the Building Authority under section 14(1) of the Buildings Ordinance (Cap. 123).
- Every door in a notifiable workplace, other than a sliding door, shall be constructed to open outwards and shall not
when open reduce the effective width of any means of escape—
- (a) from the workplace, if the door is a door leading out of the workplace; or
- (b) if the door is a door of a room in the workplace being a room in which more than 10 persons are employed, from the room.
- While any person employed in a notifiable workplace is within the workplace, whether such person is working or not, the doors, gates and shutters leading out of the workplace and the doors of every room in the workplace in which any such person is, shall not be locked or fastened in such a manner that they cannot be easily and immediately opened from the inside.
在《工廠視察報告參閱手冊》中的FP-1至FP-8有相對簡易明白的重點:
- FP-1
Every door leading out of a notifiable workplace shall be maintained in such condition that it can be readily opened and closed at any time.
須保持隨時能輕易開啟及關上 - FP-2
Every sliding door leading out of a notifiable workplace shall be so designed as to be self-closing, by its own weight or otherwise; OR
be connected to a counterweight by means of a fusible link which shall fuse at a temperature of not more than 68ºC thereby disconnecting the counterweight from the door so that the door will close.
滑動門須能藉本身重量或藉其他方式自動關上;或須以可熔斷的連接線與一衡重物連接,而該連接線須在不高於68°C 的溫度下熔斷 - FP-3
Every door leading out of a notifiable workplace, if it is not a sliding door, shall be kept closed by means of a self-closing mechanism which shall at all times be fully operational and
maintained in good working order.
非滑動門,須藉自動關上機制以保持關上,該機制須時刻均能充分運作並保持良好操作狀態 - FP-4
Every door leading out of a notifiable workplace shall have a fire-resisting period of not less than half an hour (0.5 hr). If the door is made of metal, it shall be of solid steel with an overall thickness of not less than 3 millimetres. If the door is made of timber, it shall have a minimum overall solid thickness of 44 millimetres.
每扇通離應呈報工場的門,須具有不少於半小時之防火時間。
如用金屬製成,須為整體厚度不少於3 毫米的實心鋼材;
如用木製成,則其整體厚度須不少於44 毫米。 - FP-5
Every door leading out of a notifiable workplace shall, other than a sliding door, be constructed to open outwards and shall not when open reduce the effective width of any means of escape.
每扇通離應呈報工場的門(滑動門除外) 的構造均須以向外開啟為準,而在開啟時,須不會減少任何逃生通道的有效闊度。
- FP-6
The doors of any room in which more than 10 persons are employed shall, other than sliding doors, be constructed to open outwards and shall not when open reduce the effective width of any means of escape. - FP-7
The doors, gates and shutters leading out of a notifiable workplace shall not be locked or fastened in such a manner that they cannot be easily and immediately opened from the inside.
通離應呈報工場的各扇門、閘及摺門,均不得以不能從門內立即輕易開啟的方式鎖上或扣緊。 - FP-8
The doors of every room in which any person is employed shall not be locked or fastened in such a manner that they cannot be easily and immediately opened from the inside.
有任何受僱該的人在內的每個房間的門,均不得以不能從門內立即輕易開恊的方式鎖上或扣緊。
