\u300a\u5de5\u5ee0\u53ca\u5de5\u696d\u7d93\u71df( \u540a\u8239) \u898f\u4f8b\u300b\u7684\u76e3\u7ba1.<\/p>\n<p>\u70ba\u5de6\u61c9\u4ed8\u8003\u8a66\u8b80\u66f8, \u53ca\u65e5\u5f8c\u91cd\u6eab, \u4ee5\u4e0b\u6703\u91dd\u5c0d\u6578\u9805\u91cd\u9ede\u4f5c\u51fa\u4ecb\u7d39:<\/p>\n<ol>\n<li>\u5de5\u4f5c\u5e73\u53f0&#8221;(Platforms) <em>[Ref SWP-22 to SWP26 ; Sec. 8]<\/em><\/li>\n<li>\u5b89\u5168\u9032\u51fa\u9014\u5f91&#8221;(Safe means of access) <em>[Ref SWP-27 ; Sec. 9]<\/em><\/li>\n<li>&#8220;\u6aa2\u67e5&#8221; (Inspections) <em>[Ref SWP-51 to SWP53; Sec. 19]<\/em><\/li>\n<li>&#8220;\u6e2c\u8a66\u53ca\u6aa2\u9a57&#8221; (Test and examination) <em>[Ref SWP-55 to SWP60 ; Sec. 20]<\/em><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h5>Platforms of suspended working platforms<\/h5>\n<p>\u91dd\u5c0d\u6709\u95dc\u540a\u8239\u7684\u5de5\u4f5c\u5e73\u53f0, Cap 59AC<strong> Section 8<\/strong> \u6307\u51fa\u540a\u8239\u7684 Owner \u8981ensure \u5c3a\u5bf8\u3001\u5730\u677f\u540c\u8b77\u6b04\u90fd\u8981\u7b26\u5408\u6cd5\u898f :-<\/p>\n<p>\u5c3a\u5bf8\u7279\u5225\u91dd\u5c0d\u95ca\u6709\u8981\u6c42 (i.e at least 400mm), &#8220;\u7ad9\u7acb\u7684\u5e73\u9762&#8221;\u5247\u8981\u5bc6\u92ea \u593e\u677f\/\u6728\u677f\/\u91d1\u5c6c\u677f, \u8b77\u6b04\u96d6\u7136\u53ea\u662f\u8981\u6c42&#8221;adequate strength&#8221;, \u4f46guard-rails \u53ca toe boards \u662f\u8981all sides, \u800c\u4e14\u6709\u4e00\u500b\u7bc4\u570d\u9650\u5236.<\/p>\n<blockquote><p>The owner of a suspended working platform shall ensure that it is<br \/>\nnot used for carrying persons unless the platform is\u2014<\/p>\n<p>(a) <strong>at least 440 millimetres wide<\/strong> and of <strong>sufficient length<\/strong> to allow the number of persons using it to do so safely;<br \/>\n\u6700\u5c11440 mm \u95ca\u4e26\u6709\u8db3\u5920\u7684\u9577\u5ea6<\/p>\n<p>(b) either <strong>closely boarded<\/strong>, <strong>planked<\/strong> or<strong> plated <\/strong>(except to the extent necessary for drainage);<br \/>\n\u92ea\u5bc6 \u593e\u677f\/\u6728\u677f\/\u91d1\u5c6c\u677f<\/p>\n<p>(c) provided on <strong>all sides<\/strong> with <strong>toe boards<\/strong> placed at a <strong>height not less than 200 millimetres above its floor level<\/strong>; and<br \/>\n\u5e95\u8b77\u677f (\u8e22\u8173\u677f) \u6700\u5c11200 mm (\u7531\u5de5\u4f5c\u5e73\u53f0\u5730\u53f0\u958b\u59cb\u8a08\u7b97)<\/p>\n<p>(d) provided on <strong>all sides<\/strong> with guard-rails of <strong>adequate strength<\/strong>, which guard-rails shall be so positioned that the<strong> top guard-rail<\/strong> is at a <strong>height between 900 millimetres and 1 150 millimetres above the floor level<\/strong> and the<strong> lowest guard-rail<\/strong> is <strong>not more than 700 millimetres above the top of the toe board<\/strong>.<br \/>\n\u6700\u9ad8\u7684\u4e00\u689d\u8b77\u6b04 900-1150mm (\u7531\u5de5\u4f5c\u5e73\u53f0\u5730\u53f0\u958b\u59cb\u8a08\u7b97) ; \u6700\u4f4e\u7684\u4e00\u689d\u8b77\u6b04\u5247\u4e0d\u8d85\u904e 700 mm [\u7531\u5e95\u8b77\u677f(\u8e22\u8173\u677f)\u9802\u90e8\u958b\u59cb\u8a08\u7b97]<\/blockquote>\n<p>&nbsp;<\/p>\n<h5>Safe means of access<\/h5>\n<p>\u91dd\u5c0d\u6709\u95dc\u540a\u8239\u7684\u9032\u51fa\u9014\u5f91, Cap 59AC<strong> Section 9<\/strong> \u6307\u51fa\u540a\u8239\u7684 Owner \u8981ensure \u5de5\u4f5c\u5e73\u53f0\u8a2d\u6709\u8db3\u5920\u800c\u5b89\u5168\u7684\u9032\u51fa\u9014\u5f91<\/p>\n<blockquote><p>The owner of a suspended working platform shall ensure that it is<br \/>\nnot used for carrying persons unless sufficient safe means of\u2014<\/p>\n<p>(a) <strong>access and egress<\/strong> <strong>is provided<\/strong> to the platform of the suspended working platform; and<br \/>\n\u540a\u8239\u7684\u5de5\u4f5c\u5e73\u53f0\u8a2d\u6709\u8db3\u5920\u800c\u5b89\u5168\u7684\u9032\u51fa\u9014\u5f91<br \/>\n(b) access is provided to those parts of the installation of the suspended working platform requiring periodic inspection or maintenance.<br \/>\n\u8a2d\u6709\u8db3\u5920\u800c\u5b89\u5168\u7684\u9032\u51fa\u9014\u5f91\uff0c\u4ee5\u901a\u5f80\u540a\u8239\u7684\u88dd\u7f6e\u4e2d\u9808\u4f5c\u5b9a\u671f\u6aa2\u67e5\u6216\u7dad\u4fee\u7684\u90e8\u5206<\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<h5>Inspections , Test and examination<\/h5>\n<p>\u63a5\u4e0b\u4f86\u5c31\u8981\u8b1b\u4e0bInspections, \u6709\u4e00\u9ede\u5e7e\u503c\u5f97\u6ce8\u610f\u65e2\u5c31\u4fc2Inspections (\u6aa2\u67e5) \u540c\u00a0 Test and examination (\u6e2c\u8a66\u53ca\u6aa2\u9a57) \u4fc2\u5e7e\u543e\u540c\u65e2\u91ce.<\/p>\n<p>\u6709\u95dc\u540a\u8239\u7684 <strong>Inspections<\/strong> (\u6aa2\u67e5) \u4fc2\u5728 Cap 59AC<strong> Section 19; <\/strong>\u800c\u6709\u95dc\u540a\u8239\u7684 <strong>Test and examination<\/strong> (\u6e2c\u8a66\u53ca\u6aa2\u9a57) \u4fc2\u5728 Cap 59AC <strong>Section 20.<\/strong><\/p>\n<p>\u540a\u8239\u7684Inspections (\u6aa2\u67e5) \u4fc2\u7531 <a href=\"https:\/\/tommykwan.com\/blog\/occupational-health-and-safety-osh\/legislative-context-in-ohs\/competent-examiner-%e5%90%88%e8%b3%87%e6%a0%bc%e6%aa%a2%e9%a9%97%e5%93%a1-v-s-competent-person-%e5%90%88%e8%b3%87%e6%a0%bc%e7%9a%84%e4%ba%ba\/\" target=\"_blank\" rel=\"noopener noreferrer\"> competent persons<\/a>\u00a0(\u5408\u8cc7\u683c\u7684\u4eba) \u53bb\u505a; \u800cTest and examination (\u6e2c\u8a66\u53ca\u6aa2\u9a57) \u662f\u7531<a href=\"https:\/\/tommykwan.com\/blog\/occupational-health-and-safety-osh\/legislative-context-in-ohs\/competent-examiner-%e5%90%88%e8%b3%87%e6%a0%bc%e6%aa%a2%e9%a9%97%e5%93%a1-v-s-competent-person-%e5%90%88%e8%b3%87%e6%a0%bc%e7%9a%84%e4%ba%ba\/\" target=\"_blank\" rel=\"noopener noreferrer\">competent examiner<\/a> (\u5408\u8cc7\u683c\u6aa2\u9a57\u54e1)\u53bb\u505a.<\/p>\n<p>&nbsp;<\/p>\n<blockquote><p>Inspections by<a href=\"https:\/\/tommykwan.com\/blog\/occupational-health-and-safety-osh\/legislative-context-in-ohs\/competent-examiner-%e5%90%88%e8%b3%87%e6%a0%bc%e6%aa%a2%e9%a9%97%e5%93%a1-v-s-competent-person-%e5%90%88%e8%b3%87%e6%a0%bc%e7%9a%84%e4%ba%ba\/\" target=\"_blank\" rel=\"noopener noreferrer\"> competent persons<\/a><\/p>\n<p>(1) The owner of a suspended working platform shall ensure that it is not used for carrying persons unless\u2014<\/p>\n<ul>\n<li>(a) it has been <strong>inspected<\/strong> in the <strong>immediately preceding 7 days before its use<\/strong> by a competent person;<br \/>\n\u4f7f\u7528\u524d\u76847 \u5929\u7531CP\u53bb\u6aa2\u67e5<br \/>\nand<\/li>\n<li>(b) he has<strong> obtained<\/strong> a<strong> certificate<\/strong> <strong>in the approved form<\/strong> in which the competent person has <strong>made a statement<\/strong> to the effect that it is <strong>in safe working order.<br \/>\n<\/strong>\u9808\u6309\u8a8d\u53ef\u683c\u5f0f\u767c\u51fa\u7684\u8b49\u660e\u66f8\uff0c\u4e26\u5217\u660e\u8a72\u540a\u8239\u8655\u65bc\u5b89\u5168\u64cd\u4f5c\u72c0\u614b\u3002<strong><br \/>\n<\/strong><\/li>\n<\/ul>\n<p>(2) In addition to the requirements in subsection (1), the owner shall ensure that\u2014<\/p>\n<ul>\n<li>(a) all the <strong>suspension ropes<\/strong> and<strong> safety ropes<\/strong> have been <strong>inspected<\/strong> and found in <strong>safe working condition<\/strong> by a competent person <strong>prior<\/strong> to <strong>commencement of daily work<\/strong>; and<br \/>\n\u6bcf\u5929\u5de5\u4f5c\u5c55\u958b\u524d\uff0c\u540a\u8239\u7684\u6240\u6709\u61f8\u540a\u7e9c\u7d22\u53ca\u5b89\u5168\u7e9c\u7d22\u5fc5\u9808\u7d93\u5408\u8cc7\u683c\u7684\u4eba\u6aa2\u67e5\u4e26\u8a8d\u5b9a\u70ba\u8655\u65bc\u5b89\u5168\u64cd\u4f5c\u72c0\u6cc1\u3002<\/li>\n<li>(b) a notice in English and Chinese in the following form is prominently displayed on the platform\u2014<br \/>\n\u201cAll wire ropes shall be inspected prior to commencement of daily work \u6bcf\u65e5\u958b\u5de5\u524d\u9808\u6aa2\u67e5\u6240\u6709\u7e69\u7d22\u201d.<\/li>\n<\/ul>\n<\/blockquote>\n<p>&nbsp;<\/p>\n<blockquote><p>Test and examination prior to use<\/p>\n<p>(1) The owner of a suspended working platform shall ensure that it is not used for carrying persons unless it has been <strong>thoroughly examined<\/strong> by a <a href=\"https:\/\/tommykwan.com\/blog\/occupational-health-and-safety-osh\/legislative-context-in-ohs\/competent-examiner-%e5%90%88%e8%b3%87%e6%a0%bc%e6%aa%a2%e9%a9%97%e5%93%a1-v-s-competent-person-%e5%90%88%e8%b3%87%e6%a0%bc%e7%9a%84%e4%ba%ba\/\" target=\"_blank\" rel=\"noopener noreferrer\">competent examiner<\/a> in the <strong>immediately preceding 6 months<\/strong> <strong>before its use<\/strong> and he has<strong> obtained<\/strong> a <strong>certificate in the approved form<\/strong> in which the competent examiner has <strong>made a statement<\/strong> to the effect that it is <strong>in safe working order.<br \/>\n<\/strong>\u540a\u8239\u5fc5\u9808\u5728\u7dca\u63a5\u4f7f\u7528\u524d\u7684<strong>6 \u500b\u6708<\/strong>\u5167\u7d93\u5408\u8cc7\u683c\u6aa2\u9a57\u54e1<strong>\u5fb9\u5e95\u6aa2\u9a57<\/strong>\u5f8c\uff0c\u9808\u53d6\u5f97\u8a72\u5408\u8cc7\u683c\u6aa2\u9a57\u54e1\u586b\u5831\u5728\u6309\u8a8d\u53ef\u683c\u5f0f\u767c\u51fa\u7684\u8b49\u660e\u66f8\uff0c\u4e26\u5217\u660e\u8a72\u540a\u8239\u8655\u65bc\u5b89\u5168\u64cd\u4f5c\u72c0\u614b\u3002<strong><br \/>\n<\/strong><\/p>\n<p>(2) The owner of a suspended working platform shall ensure that it is not used for carrying persons unless it has been <strong>load tested<\/strong> and <strong>thoroughly examined<\/strong> by a <a href=\"https:\/\/tommykwan.com\/blog\/occupational-health-and-safety-osh\/legislative-context-in-ohs\/competent-examiner-%e5%90%88%e8%b3%87%e6%a0%bc%e6%aa%a2%e9%a9%97%e5%93%a1-v-s-competent-person-%e5%90%88%e8%b3%87%e6%a0%bc%e7%9a%84%e4%ba%ba\/\" target=\"_blank\" rel=\"noopener noreferrer\">competent examiner<\/a> during the<strong> immediately preceding 12 months before its use<\/strong> and he has <strong>obtained<\/strong> a <strong>certificate in the approved form<\/strong> in which the competent examiner has<strong> made a statement<\/strong> to the effect that it is <strong>in safe working order.<br \/>\n<\/strong>\u540a\u8239\u5fc5\u9808\u5728\u7dca\u63a5\u4f7f\u7528\u524d\u7684<strong>12 \u500b\u6708<\/strong>\u5167\u7d93\u5408\u8cc7\u683c\u6aa2\u9a57\u54e1\u9032\u884c<strong>\u8ca0\u8377\u6e2c\u8a66<\/strong>\u53ca<strong>\u5fb9\u5e95\u6aa2\u9a57<\/strong>\u5f8c\uff0c\u9808\u53d6\u5f97\u8a72\u5408\u8cc7\u683c\u6aa2\u9a57\u54e1\u586b\u5831\u5728\u6309\u8a8d\u53ef\u683c\u5f0f\u767c\u51fa\u7684\u8b49\u660e\u66f8\uff0c\u4e26\u5217\u660e\u8a72\u540a\u8239\u8655\u65bc\u5b89\u5168\u64cd\u4f5c\u72c0\u614b\u3002<strong><br \/>\n<\/strong><\/p>\n<p>(3) Notwithstanding the fact that an owner has complied with subsections (1) and (2), where a suspended working platform has subsequently undergone\u2014<\/p>\n<ul>\n<li>(a) <strong>substantial repair<\/strong>;<\/li>\n<li>(b) <strong>re-erection<\/strong>, including erection following its removal to a different location;<\/li>\n<li>(c) <strong>adjustment<\/strong> to any member of the suspended working platform, being an adjustment which <strong>involves changes in the arrangements for anchoring or supporting<\/strong> the suspended working platform; or<\/li>\n<li>(d)<strong> failure or collapse<\/strong>, the owner of the suspended working platform shall ensure that it is not used for carrying persons unless it has been further<strong> load tested<\/strong> and <strong>thoroughly examined<\/strong> by a competent examiner and the owner has <strong>obtained<\/strong> from him another<strong> certificate in the approved form<\/strong> in which he has <strong>made a statement<\/strong> to the effect that it is<strong> in safe working order.<\/strong><br \/>\n\u6240\u6709\u540a\u8239\u5728\u7d93\u904e\u91cd\u5927\u4fee\u7406\u3001\u91cd\u65b0\u67b6\u8a2d\u3001\u8abf\u6821\u3001\u5931\u9748\u6216\u5012\u584c\u5f8c\uff0c\u5fc5\u9808\u7531\u4e00\u540d\u5408\u8cc7\u683c\u6aa2\u9a57\u54e1\u9032\u884c\u8ca0\u8377\u6e2c\u8a66\u53ca\u5fb9\u5e95\u6aa2\u9a57\uff0c\u4e26\u9808\u53d6\u5f97\u5408\u8cc7\u683c\u6aa2\u9a57\u54e1\u586b\u5831\u5728\u6309\u8a8d\u53ef\u683c\u5f0f\u767c\u51fa\u7684\u8b49\u660e\u66f8\uff0c\u53ca\u5217\u660e\u8a72\u540a\u8239\u8655\u65bc\u5b89\u5168\u64cd\u4f5c\u72c0\u614b\u3002<\/li>\n<\/ul>\n<\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>[Ref Cap 59AC, Reference Manual for Inspection Reports on Construction Sites] \u540a\u8239 (Suspended Working Platforms) \u5728\u884c\u5167\u53c8\u540d &#8220;gondola&#8220;, \u53d7\u5230 Cap 59AC &#8220;Factories and Industrial Undertakings (Suspended Working Platforms) Regulation&#8221;
